SFA opens from August 19 to September 21, 2020 the acceptance of applications for support under sub-measure 21.1 "Extraordinary temporary support for farmers COVID 1 and sub-measure 21.2" Extraordinary temporary support for farmers COVID 2 "from measure 21" Extraordinary temporary support for farmers and small and medium-sized enterprises that are particularly affected by the crisis caused by COVID-19”of the RDP 2014-2020. The application acceptance under sub-measures COVID 1 and COVID 2 is announced by the Order № 03-RD / 2418 of August 10, 2020 of the Executive Director of SFA - PA. Applications for support will be accepted at the Municipal Agricultural Services. COVID measures support farmers, micro, small and medium-sized enterprises and producer groups and organizations that are particularly affected by the crisis caused by the coronavirus pandemic.

Sub-measure COVID 1 has a budget of BGN 93.5 million and covers the sensitive sectors - "Fruits and vegetables", "Oil-bearing rose", "Vineyards", "Ornamental plants", "Livestock breeding" (cattle, buffaloes, sheep and goats) and "Beekeeping".

All applicants should be registered under Ordinance № 3 of 1999 on the establishment and maintenance of a register of farmers. Eligible for support under sub-measure COVID 1 are farmers who have applied for support under the direct payment schemes in the Campaign 2019 and Campaign 2020 or who have applied and been approved for de minimis state aid to support beekeepers in 2019, as well as beneficiaries with active contracts / commitment or approved application under the measures of the RDP 2014 - 2020

 

Sub-measure COVID 2 has a budget of BGN 5.5 million and covers all other areas in the field of crop production and livestock breeding (pigs and poultry). All applicants should be registered under Ordinance № 3 of 1999 on the establishment and maintenance of a register of farmers. Eligible for funding under COVID 2 are applicants for support under direct payment schemes in Campaign 2019 and Campaign 2020 or beneficiaries with a valid contract / commitment under the measures of the RDP 2014 - 2020. Farmers who raise pigs and / or poultry can apply for the sub-measure in case they have applied and been approved for the provision of state aid in 2019 under the scheme "Aid for the implementation of voluntary commitments for the welfare of birds" and / or the scheme "Assistance for the implementation of voluntary commitments for the welfare of birds attitude towards pigs ".

 

The financial assistance under the measures is paid in a lump sum. The support ceiling for a farmer under sub-measures COVID 1 and COVID 2 is estimated to not much than the BGN equivalent of EUR 7000. The detailed requirements and the documents set for application under the sub-measures are provided in Ordinance № 2 of  August 5, 2020   on the application of measure 21 "Extraordinary temporary support for farmers and small and medium-sized enterprises particularly affected by the crisis caused by COVID-19" of the Rural Development Program 2014-2020.
