According to him, so far NGOs have ficticiously adopted homeless dogs and then leave them on the street. I expect them to protests, but this time we should protect citizens, so I will be adamant, said Minister Naydenov.
With the changes in the Regulation on stray dogs’ shelters two additional categories of shelters have been introduced. The first category is an open shelter without a massive building, but with individual compartments. The second category is a shelter for temporary accommodation similar to depots where dogs will remain until they are taken into permanent shelters.
Ministry of Agriculture and Food will also propose some amendments in the Law on Animal Protection, with which supervision of stray dogs will be removed. These dogs are responsibility of municipalities, but they are under the supervision carried out by NGOs. It turns out that the supervisor is not liable when a dog bites someone.
