There would be no unreasonable killing of homeless dogs. Those that suffer any disease or are aggressive would be euthanized, the rest would be taken into shelters, suggested the Minister of Agriculture and Food Dr. Miroslav Naydenov in connection with the amendments in the Regulation on stray dogs’ shelters. Veterinary authorities will check if dogs are aggressive or sick. Dogs should not be on the streets, said Minister Naydenov. According to him, so far NGOs have ficticiously adopted homeless dogs and then leave them on the street. I expect them to protests, but this time we should protect citizens, so I will be adamant, said Minister Naydenov.
With the changes in the Regulation on stray dogs’ shelters two additional categories of shelters have been introduced. The first category is an open shelter without a massive building, but with individual compartments. The second category is a shelter for temporary accommodation similar to depots where dogs will remain until they are taken into permanent shelters.
Ministry of Agriculture and Food will also propose some amendments in the Law on Animal Protection, with which supervision of stray dogs will be removed. These dogs are responsibility of municipalities, but they are under the supervision carried out by NGOs. It turns out that the supervisor is not liable when a dog bites someone.
In my presence, environmental organizations have always seen a communicative person, but this time they ask pardon of bitten person, because there is already a case of a deceased person, said Minister Naydenov. Society should know that NGOs should not use the situation for business. They are also responsible for the increasing population of homeless dogs.
