The motto of the government is fair distribution of funds between the sectors in agriculture in 2012 budget, said Minister of Agriculture and Food Dr. Miroslav Naydenov during the press conference on the ongoing protests of grain producers. In times of economic crisis it is necessary to change the financial framework, which we discussed at the beginning of the year the with the grain producers, but also to ensure fair distribution of resources between sectors, the Minister said. Currently the situation in the country is different compared to a month ago when the financial framework for agriculture was discussed. "We will do our best, but let's not take from the weaker," Minister Naydenov called the grain producers and pointed out that they always received more funding than all the other sectors of the Bulgarian agriculture. Only one beneficiary gets BGN 30 million, which is more than the funding for fruit and vegetable sector, the minister recalled.
Minister Naydenov explained that funds for agriculture this year were BGN 1,066,488,980 at BGN 1,258,130,243 for 2012, which is with 200 million more in times of economic crisis. He stressed that the funds for direct payments for 2007 amounted to BGN 433,784,367, while for 2010 – BGN 861 million and for 2011 amounted to BGN 882,388,453. This shows again that there is an increase in the size of direct payments. For the first time farmers from fruit and vegetables sector will receive support amounted to BGN 25 million. Bulgarian animal breeding farmers will be supported with BGN 191 million in 2012, provided that in the period 2007-2008, they got nothing, the minister recalled. He added that for the first time animal breeding farmers received funding in December 2009, amounting to BGN 79 million.
Under the for Rural Development Program for the period 2007-2008 are absorbed only BGN 1,007,160, the minister said, adding that utilized funds under the Program for 2009-2011 amounting to BGN 1,493,182,000. Exactly with these funds are bought the new tractors with which the grain producers who are protesting today, said Minister Naydenov.
All these figures speak by themselves. Bulgaria absorbs 99% of funds under the direct payments.
Minister Naydenov stressed that blocking by the border Bulgaria may suffer sanctions and loss as an example to the strike of Greek farmers. " I call them again - their protest activities not to impede the normal operation of other people even more with their declared intentions to block border crossings. When Greece did so, Bulgaria asked the European Commission Greece to pay compensation, according to European regulation on free movement of goods and people. If our farmers block border, neighboring countries may claim Bulgaria to pay for this as we wanted Greece to pay us. We wanted to be paid - the procedure is long and eventually someone will have to pay for it." Minister Miroslav Naydenov said.
