Districtl Epizootic Committee was formed under the authority of the Governor of Burgas by an order of the Minister of Agriculture and Food Dr. Miroslav Naydenov yet in January 2011. This Committee aims to coordinate and provide funding of measures to contain and eradicate foot and mouth disease in the three affected municipalities in Burgas District -Sredets, Malko Turnovo and Tsarevo. The Commission is formed pursuant to Art.128 of the Law on Veterinary Activities. With the same order the regional governors and mayors of municipalities in the districts of Yambol and Haskovo have been instructed to immediately convene regional and municipal epizootic committees in order to identify concrete measures to prevent the spread of the disease on the territory of the respective areas.
In January 2011, the governors have designated names for the members of the Committees and distributedistributed roles and tasks in implementing all the necessary measures to contain and eradicate the disease.
Central Epizootic Council at the Council of Ministers, as per. Article 127 of the Law on Veterinary Activities is not intended to be formed, as this is done only in cases when a particularly dangerous contagious disease on animals includes more than one region in the country. Currently, disease is successfully limited to 3 municipalities of Burgas region.
With an Ordinance № RD 11-60 of 19/01/2011, of the Executive Director of BFSA Dr. Yordan Voinov, a national crisis center has been formed to coordinate all tasks, provide resources, liaison with farmers, traders and the management and to control the implementation of all measures for the eradication of FMD.
All necessary measures for the eradication of foot and mouth virus, prevention and eradication of the disease outbreak, the organization of animal killing and burial have been taken by the Bulgarian veterinary authorities, according to the requirements of Regulation № 17 of 3 February 2006 on measures for prophylactics, limitation and
eradication of foot and mouth disease in cloven-hoofed animals and and on terms and procedure for their implementation transposing Council Directive 2003/85/EC Directive on Community measures to combat FMD.
