From 06/01/2012 until 20/01/2012, all applicants for support may become familiar with the specialized layer “Areas eligible for support" and possibly to submit objections to its scope, in terms of agricultural areas they declared for support in 2011. Getting acquainted the candidates with the declared areas (farm blocks) that fall wholly or partly outside the specialized layer can be made through the website of the State Fund "Agriculture" section "System for individual consultation on direct payments ". Knowing the geographic scope of the specialized layer "Areas eligible for support" can be done in any municipal office of agriculture within the area.
Until 20.01.2012 objections against the scope of specialized layer “Areas eligible for support" may be submitted on a previously approved form in respect of specific parts. Objections are generated automatically by the section "System for individual consultation on direct payments" from the website of the State Fund "Agriculture".
Objections not filed in accordance with the requirements of the order or which are not submitted in time and are not submitted according to the model generated by the "System of individual consultation on direct payments" from the website of the State Fund "Agriculture" will not be considered.
In connection with the objections submitted necessary inspections will be conducted and specialized layer “Areas eligible for support" will be updated in cases of clerical error or omission therein. Confirmation or modification of the scope of the layer "Areas eligible for support" is based only on the screen or ortophoto in 2011 was made or according to the findings of reports of all types of field inspections carried out by MAF structures during the 2011campaign. Modification of the scope of the specialized layer can be either in the direction of involvement in certain areas in it or in removing them.
Based on this updated specialized layer Paying Agency will make re-calculations to the payments made under schemes and support measures for the area. Paying Agency will pay additional subsidies to farmers, to whom were initially paid lesser amount. For farmers, where it is found that a large sum was paid, Paying Agency will take steps to recover.
