European Commission does not provide a ceiling for the new direct payments for so-called "green activities". They will be fully supported. Payments for disadvantaged areas under Pillar Two granted per hectare of agricultural land  are to compensate farmers for costs incurred and  lost incomes related to restrictions on agriculture in these areas is fixed between the minimum and maximum amount per hectare per year. For these payments the future CAP  doesn not provide application of the ceiling so as  it is for direct payments under Pillar One.
This became clear during the debate, held at Grand Hotel "Sofia" today,  on the future of the CAP after 2013 with the participation of NGOs and civil society organizations and farmers across the country. Experts from the "Direct payments and market support" and "Rural Development"  Departments presented in details at the technical level, the Commission's proposals for changes in the assistance schemes for 2014-2020
Special attention in the discussion participants paid at the concept of "active farmer", the experts stressed that it will be likely determined based on the performance of a mandatory minimum of agricultural activity.
A question of the need for clear definition of concepts such as "integrated project" and “project innovation "to allow potential beneficiaries to clearly programmed future investments was also raised.
During the discussion it became clear that the new elements of support provided in the Commission‘s proposal are support to cotton production and certain mandatory aids within the budget for direct payments to young farmers, amounting to 2% of total budget for "green" payments - amounting to 30%, and the possibility of support to small farmers, amounting to 10% of the total budget for direct payments. It was clarified that the new aid for young farmers will exist alongside  with the support for young farmers under the budget for rural development, which applies at the moment, thus support for beginners and young farmers generally raises
The debate on the CAP  multiannual financial framework across of the European Union will determine funds for the  key EU policies, and hence the scale of their distribution in the next programming period. It was emphasized that in terms of aid schemes  a new, unified system of support for the new and old member states will be implemented. Proposal was made in this connection to set up a working group with representatives of NGOs and branch organizations to debate and clarify the technical details of the position, which Bulgaria will submit to the Commission.
