The state can not continue to pay private veterinary practioneers for the implementation of Immuno-prevention program because it is in contradiction to the European legislation.
Art. 10 of Regulation (EC) № 1857/2006 (attached below) states that it is a state aid provided to compensate costs to farmers for prevention and eradication of diseases in plants and animals or pest infestations made for medical examinations, tests and other screening measures, purchase and implementation of vaccines ...". According to the Regulation such aid can be applied effectively within four years after the entry of Bulgaria into the European Union.
For this reason, private veterinary practioneers were asked to sign individual contracts for the animal marking and entering data into the information system of the National Veterinary Service, as well as for issuance of documents for the movement of animals.
With the upcoming changes in the Law on Veterinary Activity farmers will be able to choose which veterinarians to serve them, they will be able to sign contracts with them and to pay for their services. Only the last two years the state has paid more than BGN 23 million to the private veterinary practioneers for their work.
