Bulgarian government and the National Association of Grain Producers (NAGP) have reached an agreement. The two parties have signed an annex to the memorandum signed on June 8, 2010.
According to the paper, the payments will be received by all beneficiaries, who do not have due debts to the National Revenue Agency (NRA), by April 30, 2011, following the single payment scheme. Beneficiaries with unpaid taxes will be given a 15-day deadline to pay off their debts and file a tax clearance certificate at the State Fund Agriculture and then they will receive the money.
Prime Minister Boyko Borisov, the Ministers of Finance and of Agriculture and Food Simeon Dyankov and Miroslav Naidenov, Chairman Radoslav Hristov and Deputy Chairman of the NAGP aNikolay Kirov, as well as Chairman of the Committee on Agriculture and Forestry Desiree Taneva put their signatures on the paper.
The parties also agreed after 1 May, 2011, a joint working group which to examine complaints relating to the 2010 payment of subsidies and provide advice to the Minister of Agriculture and Food to be established.
The Agreement solves another key issue for grain producers - the excise duty on fuel for agricultural purposes. By May 30, 2011, necessary legislative changes will be made to reduce excise duty from July 1, 2011. Predictability to the medium term financing in the sector is provided for the first time in the document signed today.
Prime Minister Boyko Borisov apologized for the delayed payments and pointed out that Minister Miroslav Naydenov will be personally responsible for the compliance deadline of the payments. “I have ordered an evaluation of the work of the management of the State Fund Agriculture and the directorates, and reshuffles to be made, if needed,” the prime minister added.
“We will not allow some clerks, sitting behind desks, to make us call sittings here and give explanation to the delayed payments,” he said further.
He confirmed the desire of the ruling majority fertile agricultural land to be used as intended, because this is a sector with a huge contribution to Bulgarian economy.
