Functions

1. organizes, directs and controls the overall activity of the regional directorate;
2. supports the implementation of state policy in the field of agriculture and forestry, as well as in the implementation of the Common Agricultural Policy of the European Union on the territory of the relevant area;
3. directs, coordinates and controls the activity of the territorial units - the municipal agricultural services;
4. coordinates the activities of the regional directorate "Agriculture" in connection with the implementation activities of the Rural Development Program (RDP) for the period 2007 - 2013;
5. implements the interaction with the regional units of the other secondary budget appropriations to the Minister of Agriculture and Food on the territory of the relevant region;
6. (amended - SG No. 73 of 2010, in force from 17.09.2010) approves the official schedule of the regional directorate in agreement with the Minister of Agriculture and Food;
7. approves internal rules for wages in the administration;
8. appoints civil servants, amends and terminates official legal relations with them;
9. concludes, amends and terminates employment contracts with persons working under an employment relationship;
10. (amended - SG No. 60 of 2010, in force from 03.08.2010) makes a proposal to include in the investment program of the Ministry of Health objects related to the activity of the directorate, as well as those related to the activity of Directorate "Hydromelioration" in the Ministry of Agriculture, including under Art. 8, para. 2, item 1 ZOZZ, on the territory of the district;
11. appoints and leads the commissions related to the designation of sites under Art. 8, para. 2, item 1 ZOZZ - reclamation and anti-erosion sites; development of new lands; reclamation of disturbed areas; improving the productive qualities of lands; arrangement and construction of the infrastructure of the agricultural territories, evaluation of the quality and categories of the lands;
12. determines by order the employees who control the quality and quantity of the work performed in connection with the implementation of the objects under Art. 8, para. 2, item 1 ZOZZ and participate in the acceptance commissions in the final acceptance of the sites;
13. organizes and appoints the commissions for the acceptance of the sites under Art. 8, para. 2, item 1 of the Environmental Protection Act in accordance with the Law on Territorial Planning;
14. (new - SG No. 60 of 2010, in force from 03.08.2010) controls the irrigation of agricultural lands, incl. the supervision of irrigation associations according to the Law on Irrigation Associations, in the territory of the relevant district;
15. (previous item 14 - SG No. 60 of 2010, in force from 03.08.2010) appoints a Disciplinary Council and imposes disciplinary punishments on the employees appointed by it;
16. (previous item 15 - SG No. 60 of 2010, in force from 03.08.2010) designates an employee to perform the functions of an information security officer within the meaning of the Law on Protection of Classified Information;
17. (previous item 16 - SG No. 60 of 2010, in force from 03.08.2010) designates an employee or employees who carry out an inspection of the persons under Art. 25, para. 2, item 5 of the Law on the Prevention and Disclosure of Conflicts of Interest;
18. (previous item 17 - SG No. 60 of 2010, in force from 03.08.2010) performs other functions assigned by law, by-laws or order of the Minister of Agriculture and Food;
19. When exercising his powers, the director of the regional directorate issues individual administrative acts;
20. The director may, by written order, assign the performance of individual functions to the chief secretary;
21. The director's functions in his absence are performed by an official from the directorate designated by order for each specific case;
22. The director of the regional directorate interacts with the local self-government bodies on the territory of the district, with the bodies of the executive power and with other bodies and organizations;
23. The director of the regional directorate submits to the Minister of Agriculture and Food an annual report on the activities of the regional directorate "Agriculture".
