Minister of Agriculture and Food Dr. Miroslav Naydenov presented Bulgaria’s position about legislative proposals for the parameters of Common Agricultural Policy for the period 2014-2020, during a meeting of EU on agriculture and fishery, which is held in Luxembourg. “Equitable distribution of assistance by direct payments, both between Member States and between farmers is an important priority in the started reform of the CAP”, said Minister Naydenov. In Bulgaria’s position is indicated the importance of implementing an equitable approach for distribution of funds between Member States which lead to the elimination of the differences between the levels of support and to be established equal basis for competition.
“We consider for necessary to be used every possible instrument for the removing the discrepancy between these levels, also said Minister Naydenov. In this relation he added that reducing of financial package for direct payments of Bulgaria is unacceptable, because id doesn’t correspond to the stated principal of convergence in the levels of support and it doesn’t apply to farmers’ expectations.
Regarding proposal 30% of direct payments to be directed to “Green Payments” , Minister Naydenov offered State Members to be able to apply this method within certain limits and thus they can addressed the specific for the country ecological problems and needs.
In relation to rural development is important the fact that is provided support for research and innovations in field of agriculture. This will help to be improve the cooperation between the science and individuals, engaged in agriculture and thence in increasing the competitiveness of agriculture and viability of farmers”, added Minister Naydenov.
